Child Neglected By Mom

i had a question about child neglect by its own mom: she recently seperated from his dad my nephew is 11 months old and is currently being neglected by his mom , my question was can a grandparent fight custody for this child if his dad is not in the state at the moment? what can she do to win custody. thanks

What has grandma done about the neglect? Have child services been involved? If not, why not?

And which state?

And exactly where IS dad....because HE would be the first one the courts would look to if the child is removed from the home for neglect.
