My brother is 20 yrs old and his girlfriend is 17 they are trying to get married, but the mother refuses to sighn so that they can do so. Are there any legal options for them to get married with out her consent. We are located in the state of Texas.

He can go into court and explain to a judge why he wants to marry a child and can't wait until she becomes an adult.
If you wanted babies all to yourself, you should have created them by yourself. Until you do that, children have the right to BOTH parents, especially since you found them suitable to procreate with.
