Default Leaving the Scene of an Accident

Eariler today my father got in an accident. The kid fled the scene and drove off for about 10-15 minutes and then came back. The officer didn't charge in w/ leaving the scene. What if my father was in a lot of pain or something? He still left. The kids could have ditched drugs, alcohol in that time frame and then came back. He flew into an oncoming lane and my father was in the passing lane and he smashed the whole left side. My father is complaining of shoulder and neck problems. The officer took the kids names/insurance stuff and let them go! Said he was going to check with buisness if anyone saw it, but there are no buisnesses... it was right before an underpass. The kids made up a story to the police officer saying my father didn't use a turn signal. But he wasn't even turning? He was in the passing lane and the kids flew and came up along side! The car will probably need to be totaled. (Nisson Sentra GXE 2000). This happened in the state of PA. Anyone know what we can do here?

Your father can attempt to make a claim against the at-fault driver's insurance, consult a lawyer about the possibility of litigation, or try to litigate a claim himself if he is unable to settle his claim and chooses not to hire a lawyer.
