Personal Selling in International Zone

Is it legal for a traveller to sell stuff in the international zone?
I will be travelling with two pupies and I want to put a sign that says they are for sale is it legal?

What do you imagine an "international zone" to be?

If you want to know if you can legally sell puppies at the airport, you have no special right to do so - the airport does not have to allow that and I would expect them to quickly shut down your puppy store.
