Loss of License Due to Driving on a Suspended License, How to Get It Back

My question involves a driver's license issued by the State of: Pennsylvania.


A friend lost their license due to driving on a suspended license that was suspended due to an unpaid ticket (pulled over for the vehicle being past inspection date). They were unaware that the license was suspended and that the ticket had gone unpaid. The ticket has since been paid and a year and a half or so has passed since the license was revoked. PA refuses to even provide the option of a hardship working license. Are there any more options?

They say he will get his license back in 2012 and that seems to be that. This seems harsh considering a DUI loss of license is what.. a year? Any help or suggestions would be greatly appreciated as this person is unable to return to work without a license.

There seems to be some missing information here.

A ticket for no inspection on a vehicle will only cause a suspension if not paid. Once the ticket is paid, the suspension goes away.

A ticket for driving under suspension will add 1 year of suspension time, so if this has all happened already, his driving privilege should be returned in 2011.

Now you say a year and a half has passed, so does that mean he was suspended for a year and a half and he still has not received credit for the suspension? Because if he never turned his license in to start the clock on his suspension, then it is possible that he is missing credit and this will cause a delay in serving the suspension.

Even if he were to submit his license, from what you have posted above, he will only have one year of suspension to serve. Going by what was posted above, he should be eligible for the Occupational Limited Work License (as long as he has a job, or school, or medical obligations). If someone has told you he is not eligible, then there is something wrong.

Were there any other violations or tickets?
Have all the fines been paid?
Was there anything in his past that might cause his DQ from the program? (drugs? DUI? etc...)
Did he have more than one driving under suspension?
Was there a charge of no insurance?

A website I run has a list of some more disqualifying violations. You can find the violation list here if he was found guilty of any of those violations, then that would explain why he is not eligible for the Work License. He may still be able to have his full license restored, it will just take a bit more work.
