Point taken. That may be a second(or more) concern of mine, especially if the department of Labor re classifies these drivers. They could go after unpaid withholdings. You see he is holding all this against me as being a partner and has threatened to take me with him if I say anything. I am concerned about reporting it to the wrong authority as they have a habit of doing nothing.

This whole thing has gotten me mad and scared. But on the other hand he enticed me to be a partner with him, got me involved, and when I left denied me money due. The accounts I brought then made him over $100,000.00 and the lawyer I talked to informs me collecting would be difficult because he closed that business down also.

Well it's been a while now and I did report the fact that he has no WC policy(they can't find one either) and gave them pay stubs showing the deduction. It also seem that since he does business in several States it's now a federal crime. So I wait.

Now, can I also report it as theft from me and the other drivers. If so is there a SOL on crime in Maryland?

It's most likely fraud, or a fraud-related form of larceny, depending upon how it's charged. You can try filing a police report.

Thanks, I will call the insurance fraud unit and tell them I am reporting it to the Police. This whole issue has been frustrating because of all the confusion between the IWIF, WCC, Police, insurance fraud unit, and now the federal...

One more question, he did it to me 20-30 times(checks) and 10-20 other people, are these separate charges or just the one.

It will be charged in the manner that the prosecutor's office determines it should be charged, which in turn is affected by whether it's a state or federal prosecutor. It's hard to know in advance.
