F1 Visa Marriage to a Permanent Resident

I got my green card through my mom(us citizen) a year ago.I getting married with my husband who hold a student visa F1 and I would like to know a few thing.

• What is the procedure for applying for a green card for my husband?
• Do we submit the I-130 and I-485 forms together at the same time? or just I-130 and then I-485 later when visa number to become available .

Please help because I would like to know how much I have to pay for fee at this time.
