My question involves a consumer law issue in the UK:

Not sure if I've come to the right place as I am based in the UK.
I got into an argument with the electrician earlier today who came to install an electronic thermostat. Long story however the nature of my query is this. Is there any UK lesgislation/law that currently exists at present which explicitly state that when you have a new gas boiler installed, it has to be accompanied by the installation of an electronic thermostat to control and regulate the central heating system? Apparantly such a law has been in existence for the last 7 years.
If this is untrue and no such law or legislation exists I will be making a formal complaint with my housing association as soon as I recieve confirmation. Just want to get my facts straight before then. Your help and expertise is much appreciated.
