Default How to Prevent an Alcoholic from Wasting Divorce Settlement Money

My question involves a marriage in the state of: California
    ----
My sister is a bipolar alcoholic who has been in and out of rehab several times. She'll be divorcing her husband soon and the family is concerned that she'll waste all of the settlement. What other options are available for her? She has a history of manipulation so we're not necessarily in favor of naming a family executor.

Unless she can be ruled incompetent, it's not anybody else's business how she spends her divorce settlement (whatever that might be).

What's the typical definition of "incompetent"?

Coma, stroke, severe mental illness...you can google the rules in your State, too.

Financial irresponsibility does not generally constitute "incompetent".

If she wants to waste the entire settlement on a 12 month cruise to Bora Bora, that's her right.
