Highly doubtful that you will get the whole ticket dismissed... There is a chance that the officer will amend the citation and send you notice of such, otherwise you can take proof that you were insured at the time of the stop, explain to the judge that you did provide such proof to the officer and the 16028(a) should be dismissed.
Either way, you'll still be held to answer for the speeding violation.
I am right 97% of the time... Who cares about the other 4%!
