Default Possible Financial Exploitation By a Boyrfiend

My question involves a person located in the state of:California
My Mother is 87 and has a live in boyfriend who is 67. This guy has never been financially responsible. He as always spent more than he earns and is massively in debt. He has lived for free with her for the last 6 years. My mother's vision has gotten to the point where she can not read. Her hearing is poor also. Everything has to go through this guy. He is writing her checks and getting her to sign them for bills etc. I am worried that he will rob her blind and she would never know. I have POA in case of incompetance Does her disability give me the right to step in and handle her financial affairs? Any other ideas of what to do. I live out of state.

What does the Power of Attorney say about when it becomes effective?

    You should consider guardianship.

Either way, it's problematic that you're in another state. Is there a responsible relative or other person near her who could serve as a guardian?
