Slow Pay Motion to Stop Wage Garnishment

Hi Again,
I just posted a question regarding how to handle wage garnishment for Independant contractors and came across this online: Low Pay Motion

Anyone ever hear of a low pay motion gven to the judge to basically pay in installments and stop garnishment?

Anyone ever hear of it or how it works.

Independent contractors don't HAVE wage garnishments; they have no "wages". Generally speaking, only federal taxes (and some state taxes) can be required to be withheld from IC payments; that's a tax levy.

so if it does not go to court for wages would they garnish my bank account?

If so, is this Slow Pay Motion a viable alternative

I do have a 1099 from a company I work with regularly, so wasn't sure if they could garnish from that.

Also, this is for credit card debt under 5,000.00 would that be small claims court? Just a bit freaked out in case the credit card company won't negotiate a lower payment for a time.
