If an outside management company is hired to oversee the condominium affairs, is it still necesary to have a condomium board?

Short answer: Yes. The management company is responsible for the day-to-day operations of the community, but the board is responsible for the policy decisions. Also, if NY law is like other states, then any corporation requires a board of directors .. and a condo association (also HOA, timeshare, etc.) is (typically) a corporation.
