My question involves a speeding ticket from the State of: Washington

Hey guys,
Today, I discovered that my mom got a speeding ticket that costs $1300 bucks and she decided to open court. It happened about a week ago, and I didn't even know it until now. It was her first time speeding. I was so shocked that a speeding ticket costs that much. $247 is for speeding and $1062 is for "failing to yield to emergency vehicle" My mom's English is not very good so does the court have a translator to help her communicate with the judge? Is there any way that the ticket will be dismissed or the amount can be deducted? Thank you so much!!
