Want to Adopt My Two Stepchildren, What About Back Child Support Owed North Carolina

My question involves adoption law for the State of: NC
I want to adopt my step son and daughter. BioMom lives in WA state and has not physically seen them since 2006. She does not call them, send birthday or Christmas presents either. She pays child support but not the full court mandated amount and has racked up about 16,000.00 in arrears because of that. My husband has sole custody of them through the state of Louisiana and she has supervised visitation specific to that state also. I have read several threads in this forum and they stated that the Bio parent's child support responsibility end when the step parent adopts, but what about back child support that is owed? Also, would we have to petition for a change of venue from LA to NC since we live here also? Please advise

The arrearages remain in effect unless they're paid, expire (if they're from a state that has a limitations period for child support), or are waived by the payee.
