What Exactly Qualifies As Paraphernalia

My question involves criminal law for the state of: Pennsylvania

Just wondering. Obviously things like bongs, bowls, vaporizers etc are clearly paraphernalia.

But what about something like this?

I could use this for completely legal purposes, but I don't want to break the law by having one sent to my house.

paraphernalia or paranoia?
None of those things are paraphernalia unless they contain residue or are connected to contraband.
The link didn't work but if it has other legal uses it would be legal for those uses.If found in a house with both contraband and other legal use substances it would be paraphernalia.
Being afraid to purchase legal items for legal purposes is paranoia.

In most of the US you're correct. Pennsylvania, however, has stricter laws than most other states. Bongs and the like are definitely illegal here, regardless of whether or not there are any illegal substances found in them.
