    Yesterday saw a programme about russian pilot arrested by american ofissiales in Livia accused in drug smuggling. What do you think about problem "foreign citizen - american laws - arrest in third country"?

    If you're involved in international drug smuggling in a nation where the U.S. is working in cooperation with local anti-drug forces, you run the risk of being arrested by the U.S. agents who are in that country with the consent of the local government.

    I expect that Russian forces sometimes arrest criminals in Chechnya.

    Chechnya as republic is a part of Russian Federation so federal forces may and must operate in that region. But Liberia is sovereign state and such a mutual or legal assistance treaty, if it is signed, seems "not ordinary", because i have not seen before mutual or legal assistance treaty that authorizes intelligence agents from one state-party to arrest individuals in another.
