Terminating Parental Rights of Bio Mom

I apologize if this is in the wrong place.

My state is NC. I have a post in Child support called Child support and visitation (in case that would be helpful).

I have legal custody of a 23 1/2 month old. We've had him since he was 3 months old. She had him in prison. The mother averages seeing him every 4 months, except for the last 8 months she hasn't seen him at all. She calls every 2-4 months. She's an alcoholic, class 2 Felon (selling drugs to the police), extremely unstable (told her friend one time that the baby was in ICU.. and got upset because we didn't call her.. the baby was not in ICU at all..) she does stuff like that all the time.


Are these good grounds to terminate parental rights? If we can do this, we would of course adopt the baby.. would we have to do that immediately (we would need to save up the money to do the adoption).

North Carolina's statutory grounds for termination of parental rights can be found in the North Carolina General Statutes, § 7B‑1111.Among the grounds listed,

(4) One parent has been awarded custody of the juvenile by judicial decree or has custody by agreement of the parents, and the other parent whose parental rights are sought to be terminated has for a period of one year or more next preceding the filing of the petition or motion willfully failed without justification to pay for the care, support, and education of the juvenile, as required by said decree or custody agreement.

(7) The parent has willfully abandoned the juvenile for at least six consecutive months immediately preceding the filing of the petition or motion, or the parent has voluntarily abandoned an infant pursuant to G.S. 7B‑500 for at least 60 consecutive days immediately preceding the filing of the petition or motion.
