Can I get a listing of the states that extradite for misdemeanor offences?

The statutes for most states are available online. You can use a service like FindLaw to locate state statute pages, and it shouldn't be too hard to find the extradition statutes thereon. (There are probably still a few states which don't have their statutes online, but most now do.)
