Default Dangerous Driver Hit and Run

My question involves an injury that occurred in the state of: Oregon

Okay so here is the situation, we live in a state that goes after people who hit and run. The person in question was hit in an apartment parking lot; it was a car vs. Pedestrian. This person in the vehicle hit her ex-father-in-law with her car. At the time she did not have working back-up lights. He has injuries to the muscle and joints, burses and swelling. He has had to get almost 2 months of pt and ongoing. During the accident she stopped but did not acknowledge that he was injured and she drove off without turning the car off or putting it out of gear to see if he was okay.
A police report was done she refuses to acknowledge the letters from the insurance or anything that has to do with the car accident. She still does not have working back-up lights.
The D.A. has deterred not to do anything criminal.

    Does anyone have suggestions?

suggestions for what? It is the DA's prerogative to decline to prosecute a case. If they believe they have a great chance of losing, they often will. It's a waste of money to do anything else.

sounds like ex FIL either needs to file a claim with the "person in questions" insurance or initiate a suit against the "person in question" for his damages.
I am not an attorney and any advice is not to be construed as legal advice. You might even want to ignore my advice. Actually, there are plenty of real attorneys that you might want to ignore as well.

It's too bad that she is still allowed to drive.... the week after this happened she hit someone else too..... Why is it that good people don't get protected by the system? While others who claim "I did not know" get to get off without any responsibility for their actions. I think I remember in the Oregon Driver Manual that it says "Driving is a privilege not a right!"

Oh and JK don't take it personal. Sorry, she is just someone who believes that she is above the law.
