Anyone with expertise in international maritime law? in international waters, can a country forcibly stop,board or commandir another countries vessel? (provided there is no act of war declared between the countries in question)

Becoming a pirate? No cheese, I'm not thinking of becoming a pirate, the query was; can a "Country stop, forcibly board, commandir another country's vessel IN international waters? Legally that is.... wouldn't that act be considered piracy? 2 different nation's vessels in neutral waters?

CAN a country do it? Sure they can ... we've seen it a lot recently. Is it legal? I suppose that depends on who is doing the legal evaluation.

As we can see, most any country can - and often does - articulate a national security or safety exemption.

Ultimately, there is very little nations can do with each other over any violation of maritime laws short of economic sanctions or wars. The United States got into a couple of conflicts in our history as a result of other nations boarding our ships in so-called international waters.
