As a employee of the FED GOV, do you have R.E.P. with respect to personal items, such as briefcases and/or backpacks, and the contents within if the backpack or briefcase is in a GOV vehicle?

I was terminated, by surprise, and had a GOV vehicle that I drove to a from work because of the type of job that I had. This vehicle was a mobile office and I had personal items in that vehicle (backpack with gym cloths, briefcase with a dayplanner and five thumbdrives and my personal laptop). Upon termination the keys, GOV cell, GOV laptop, GOV ID were all taken. I was allowed to go to the vehicle under the eye of 3 superiors and 2 fellow employees. I was allowed to take what I could carry and coordinate a time the next day with one of the superiors to recover my personal belongings and inventory and return GOV property. The individual with whom I was supposed to coordinate with took it upon himself to go thru my personal stuff and took my five thumbdrives, and personal documents with account information. I have not been able to recover these items.
Why did this person keep the thumbdrives? Did they contain government files?
