DWAI in New York, Can I Get Out of State License and Still Drive

My question involves criminal law for the state of: New York

I have been to court for my case where I was arrested for a chemical test refusal. My lawyer got it reduced to DWAI which in NY state is a 90 day suspension. They granted me a 20 day temporary license which will end may 23, 2010.

Would I be able to apply for a PA license before may 23 since I own a home there and get mail at that address?

Also if I can get a license from PA would I be able to drive in NY state?
