City Tree Crushed My Fence

A tree on the city's easement fell and crushed our fence. However, they are claiming they are not liable because they passed a law last year limiting their liability. Anything they consider "an act of nature" is our responsibility.

My question: is this legal? Are there any grounds under which I can challenge this ruling?

In my town, we are not allowed to touch the trees. It seems manifestly unjust that the government claims all authority, but no responsibility.

Not having anything else to go on, I would recommend that you contact the agent for your homeowner's insurance. They have a legal department and will likely know how to help you sort it out, if that is possible.
