If you are still around, I would like to clarify one point with you - Are day-time running lights on front of the car (right under regular headlamps) considered "appropriate lighting equipment" for purpose of CVC 24250?
I too got a citation 24250 last night while driving a Honda Fit, which has day-time running lights on as soon as the car is started. I was driving in a well-lit area and did forgot to turn the knob to the regular lights. Since the day-time running light was on, and the highway was brightly lit because of some construction going on, I didn't even realize that my headlamps were not on. Do you think I can contest this citation on account of having day-time running lights on?

This is a very old thread and it is considered bad form to "necro-post." So, if you wish to carry this on too much further, it would be best to start your own thread.
In short, you do not have a LEGAL defense as the section requires headlights be functioning during darkness.
24250. During darkness, a vehicle shall be equipped with lighted
lighting equipment as required for the vehicle by this chapter.
What you have is an explanation. This is, essentially, "guilty with an explanation." The judge can choose to cut you a break because of the situation, or he can say, "Sorry," and hit you as he normally would.
Unfortunately for you there is no real defense here. However, to minimize the insurance impact, you can attend traffic school to keep the point off your record.
Good luck, and you have to be very careful with those darn automatic daytime running lights!
