Default Operating a Food Stand on Public Property
My question involves business law in the state of: Illinois

I recently found out it is against to law to operate a food stand on public property of Rockford, IL. However, it is legal on private property such as college campuses, mall, etc.

I am looking to open a crepes stand and am interested in getting advice or instructions in a checklist format on starting this business.
